The Brief
Extreme weather is the new normal—even in Silicon Valley. We produce a year-round, steady beat of emotionally resonant public information campaigns delivered in 4 languages to 2 million residents for critical initiatives focused on brand building, water conservation and flood preparedness.
The Client
Valley Water
The Challenge
The Santa Clara Valley Water District is the largest multi-purpose water supply, watershed stewardship and flood management special district in California. As the climate becomes more volatile, water resources are seriously impacted. It’s essential that the public, local businesses and government partners work together to ensure a reliable, safe supply of clean water and coordinate for flood protection.

The Approach
A strong, memorable brand is important to gain public trust and increase responsiveness. We’ve created and implemented a wide array of dynamic, cross-platform content that leverages partnerships with San Jose’s NHL Sharks. MLS Earthquakes, San José State University and many organizations across the region.
More than 20 local social media influencers and content creators also lend their voices to reach diverse communities of interest throughout the heart of Silicon Valley. Employing a targeted mix of digital and traditional media, we ‘trans-create’ key outreach assets in Spanish, Mandarin and Vietnamese.
Integration of messaging, partnerships and platforms is essential to success. We have optimized website and social/digital channel interaction to maximize efficiencies and engagement. LOMA delivers timely, actionable insights to enhance user engagement, streamline navigation and maximize marketing effectiveness.
Measurable Results
Year over year customer engagement has risen significantly since LOMA came onboard. Valley Water has been honored with an Excellence in Communications Award by the National Association of Flood and Stormwater Management Agencies (NAFSMA) for our 2024-25 flood preparedness campaign.
